Overview

This Level 5 NVQ Diploma in Controlling Lifting Operations (Construction) – Planning Lifts is for experienced Appointed Persons who already plan and coordinate lifting operations on live construction sites.

It is designed for candidates who hold a Red CPCS A61 or NPORS N401 Trained Operator card and need to complete the work-based NVQ to upgrade to the Blue Competent Operator card.

The assessment is based around the planning and coordination work you already carry out, including producing lift plans, selecting cranes and lifting accessories, reviewing duty charts, coordinating lifting teams, managing safety systems and communicating lifting requirements to site personnel.

No classrooms, no written exams and no theory test. You provide workplace evidence and complete a one-to-one assessment discussion with your assessor.

Apply & Approval

Complete the short online form. An assessor calls you free of charge to confirm your experience, lifting category, site access, planning duties and suitability.

Registration & Setup

Once approved and payment is made, we register you with NOCN and introduce you to your assessor so you can start submitting your evidence.

Submit Evidence

Submit site documents, lift plans, RAMS, drawings, photos and short videos directly to your assessor, showing your normal Appointed Person duties, including planning lifts, coordinating lifting operations, briefing the team and managing safe systems of work.

Assessor Discussion

Your assessor reviews your evidence and completes a one-to-one discussion with you about the way you plan, coordinate and manage lifting operations safely and effectively on site.

Once your NVQ is achieved, you can use the certificate to upgrade to the Blue CPCS or NPORS Competent Operator card.

What This Appointed Person NVQ Covers

This qualification confirms your competence in planning, coordinating and controlling lifting operations safely and in line with legislation, standards and company procedures.

You will complete seven mandatory units, including Planning Lifting Activities Using Cranes and/or Lifting Equipment in the Workplace and Planning and Establishing Safety, Health, Welfare and Environmental Systems for Lifting Operations in the Workplace.

The qualification reference is 610/0808/4. It is the work-based NVQ route for Appointed Person candidates working towards the Blue CPCS A61 or NPORS N401 Competent Operator card.

Evidence You’ll Need

Your evidence comes from your normal Appointed Person work. Your assessor will guide you, but the evidence must show real workplace activity, not simulation.

Typical evidence includes lift plans, RAMS, drawings, crane duty charts, calculations, briefings, photos, videos, witness testimony and assessor observation reports based on the videos or an on-site observation.

Yes. Once you achieve the Level 5 NVQ Diploma in Controlling Lifting Operations – Planning Lifts, you can use the certificate to upgrade your Red CPCS A61 or NPORS N401 Trained Operator card to the Blue Competent Operator card, subject to the normal CPCS or NPORS application process.

The pace depends mainly on how quickly you submit your evidence and respond to assessor feedback. Some experienced Appointed Persons complete very quickly when their evidence is ready, while others take longer because of workload, shifts or site access.

You will have up to 12 months of support from registration if needed.

No. This is a work-based NVQ assessment. There are no classrooms, written exams or college-style assignments. You send evidence from your normal work and complete a one-to-one assessment discussion.

You will normally need evidence such as lift plans, RAMS, crane calculations, drawings, planning documents, lifting schedules, permits, briefing records, photos, videos and records showing the way you coordinate and manage lifting operations.

Supporting evidence may also include emails, meeting records, witness testimony and an assessor observation report.

Your assessor will confirm exactly what evidence is suitable for your own role and projects.

No, not in most cases. If you can provide sufficient, verifiable evidence and supporting workplace documents, we normally won’t need to attend site. If your assessor cannot fully verify competence from the evidence provided, they may request further evidence or arrange an on-site observation. Some candidates also prefer an on-site assessment, and we can arrange this where available. Additional travel or site visit charges may apply depending on location.

Yes, if the employer is CITB-registered. This NVQ is eligible for the £600 CITB short qualification grant, claimed by the employer after completion. Private individuals who are not CITB-registered cannot claim the grant themselves.

Yes. Providing you already hold the Red CPCS/NPORS card in both categories, candidates completing the Level 5 Planning Lifts (Appointed Person) NVQ with us can also achieve the Crane Supervisor endorsement at the same time by completing one additional Level 4 unit and passing the A62 Crane Supervisor technical test.

If both qualifications are completed together through CADUK Skills Academy, we charge an additional £400 + VAT for the Crane Supervisor endorsement route.
