The Level 2 NVQ Certificate in Plant Operations – Sweeping, Cleaning & Clearing is a competence-based qualification for operatives who use specialist plant machinery to carry out road sweeping, site cleaning, and surface clearing duties on construction and highways projects.
This qualification allows you to apply for the Blue CSCS Skilled Worker Card under the appropriate occupation.
Unlike many other plant categories, this qualification is not linked to CPCS or NPORS. It is an NVQ-only route designed for operatives who use equipment such as:
Road sweepers
Compact sweepers
Vacuum sweepers
Site cleaning and debris clearance machinery
Mechanical sweeping attachments
If your role involves operating specialist sweeping or clearing plant as part of construction, highways, utilities, or civil engineering works, this NVQ provides formal recognition of your competence.
This Sweeping, Cleaning & Clearing NVQ is completely evidence based. You demonstrate how you operate sweeping or cleaning plant day to day by uploading photos and short videos of your pre-start checks, active sweeping or clearing duties, hazard awareness and shut-down procedures, along with site paperwork such as inspection sheets, RAMS and maintenance logs. A brief witness statement from a supervisor who has seen you working is also helpful. You can add everything to our secure online e-Portfolio portal whenever it suits you.
Your assessor reviews each upload, gives feedback and lets you know if anything else is needed. Once all the evidence has been accepted, you book a one-to-one video call. During this discussion the assessor asks you to talk through what you have submitted and to explain the site rules you follow. It feels more like a structured chat than an exam and is usually wrapped up in a single session.
After the call the assessor signs off the NVQ and submits it for certification. About a week later we will email you an electronic copy of your certificate so you can apply for your Blue CSCS Skilled Worker Card.
No classroom time, no site visits and no written tests, just clear proof of the work you already do.
Below are some examples of the kinds of questions an assessor may ask during the professional-discussion part of this Level 2 NVQ:
Assessor: How do you make sure you don’t raise excessive dust while sweeping on a live site?
Learner: I make sure the water suppression system is working properly before starting. I adjust brush pressure correctly, travel at a steady speed and avoid sweeping dry loose material without dust control. If needed, I request additional damping down from the site team.
Assessor: What checks do you carry out before operating the sweeper?
Learner: I check fluid levels, tyres, brushes, lights, warning beacons and suction systems. I make sure guards are secure and look for any leaks or damage. If I find anything unsafe, I report it before using the machine.
Assessor: How do you work safely around other operatives and moving plant?
Learner: I follow the site traffic-management plan, use mirrors and cameras, keep a safe distance from pedestrians and maintain radio or visual contact if required. I slow down in tight areas and stop if visibility is reduced.
Think of evidence as anything that shows you operating the dumper safely and following normal site rules.
Visual proof:
Clear phone photos and short videos of your daily walk-round checks, active sweeping or debris clearance, safe manoeuvring in work areas, emptying the hopper, and parking and isolating the machine at the end of the shift.
Site paperwork:
Routine site documents that carry your name or signature and show you are following company procedures — pre-start or weekly inspection sheets, relevant RAMS or method statements you have signed, site induction records, maintenance or defect logs, hazard reports or near-miss cards you have completed.
Witness statement:
A short note from a supervisor or manager confirming they have watched you operate the sweeping or cleaning plant competently on a live site.
General safety and productivity:
Anything that shows you take an active role in keeping the site safe and running efficiently. Good examples include hazard or near-miss reports you have raised, toolbox-talk attendance sheets you have signed, site briefings you have attended, and records showing you followed environmental controls such as dust suppression or waste-management procedures.
The timing is largely up to you. Your assessor can only start reviewing your portfolio once you’ve uploaded your evidence, so the sooner everything is in the e-Portfolio, the sooner the process moves forward.
Some learners upload all their photos, videos and paperwork in a couple of days, schedule their discussion straight away and finish in less than one week. Others spread it out over several weeks because of shifts or site access.
In short, the pace is in your hands. Submit your evidence promptly, respond to feedback quickly, and you can complete the NVQ just as fast.
There are three units in total: one plant-specific unit on preparing and operating sweeping, cleaning and clearing plant, plus two generic Level 2 units on general health, safety and welfare and on productive working practices.
Note: If you have previously completed another Level 2 Plant NVQ, you may already have achieved the two generic units. In that case you only need to complete the plant-specific unit and the professional discussion to finish this qualification.

If the assessor is happy, we email an invoice. The profiling call is free and there is no obligation: if you decide not to go ahead, simply ignore the invoice. If you do want to proceed, pay the invoice and we will enrol you and pass your details to the assessor the same day, so you can start collecting evidence straight away.
Yes, if you are a CITB-registered employer. This NVQ is eligible for the short-qualification grant of £600 (claimable on completion by the employer).
Only the company, not the individual learner, can make the claim, and the application must be submitted to CITB within 52 weeks of the achievement date.
If you are a sole trader or limited company already on the CITB register, you can still claim. Private individuals who are not levy-registered cannot.
